Todd is TriNet's Vice President, Regulatory Affairs, as well as the principal overseeing state regulatory compliance, legislative and regulatory outreach, and industry participation through NAPEO. Prior to joining TriNet in 2010, he began working in outsourced human resources policy in 2005 as the director of state government affairs for NAPEO, where he helped to build credibility on behalf of the industry in more than two dozen states. He also serves as a board member of NAPEO’s Political Action Committee and an executive committee member of FAPEO.

Todd received his bachelor's degree from Tulane University and his master’s of political management from the George Washington University.
